Thanks a lot ! I'll try making an emissive pack with optifine to make the flash glow in the dark, it's a really great idea (When I'll find the motivation to learn how to do that, but soon I hope).

For making resourcepack, I'd recommend you using Blockbench, it's quite simple and it has a lot of tools and plugins, you can find many tutorials for it on Youtube. And for datapacks (and even mods !), you have MCreator, which doesn't require any programming skills. If you have any questions or want some help, feel free to DM me ;)
