Sometimes multiple artists may make nearly identical Pixel art independently. I made https://www.planetminecraft.com/mob-skin/green-fluorescent-protein-axolotl/ before I knew about https://www.planetminecraft.com/mob-skin/green-axolotl-coming-soon/ they are different, and neither one is a copy of the other. But to an outside viewer it could look like thievery. There are only so many ways to make textures so small.
