in our computer
a 16x16 texture pack can lag our computer
if 36x36 it is lag free if fog is at max
(our computer motherboard is windows xp not home premium. we cant afford it in russia)

I beg to differ. I once saw a texture pack where somebody estimated wrong, and it was 48x48 and still worked fine.

And there's many more low/high def texture packs than those dimensions.

Theres 8x8, 4x4, 512x512, and the highest any sane texture pack creator would ever dare to go, 1012x1012. Sure you could go higher... but that might require a few days of dedication... possibly weeks.

He probably meant 32x32. You can indeed use any power of two number; non-power-of-two numbers are not recommended as many video cards don't support them.

1024x texture packs are out there, and I'm pretty sure attempts have been made for 2048x texture packs.
