Any good programs for making texture packs?

I'm working on a texture pack, using Gimp 2, and it's not that good and i wanna know some other better programs for doing this, and some tips to making them, theres not that many good tools for making texture packs with Gimp 2 just normal stuff, and i just wanna better program that's FREE, and not paid for, thanks again hope u can help!!
