Texture Pack Program Help

What programs can you use to make texture packs. I tried to post a texture pack made by painterly, but Planet Minecraft does not allow Painterly texture packs. I really need a program that is specifically for texture packs unlike an image editor. I really need this so I can post texture packs and get diamonds :)! Thanks to anybody who can help. Please help!
