First of all, i highly recommend downloading any skin that includes hoodie as a reference skin. Due to simplicity of use, i have favored paint.net program to do it with. Open your reference skin to understand which surface you are editing. Start with plain skins to learn a bit. You can use some mc skin editors to look, how your new skin fits the character, while editing. You can upload it to PMC, when you like (you can modify and reupload any time)

make a skin and save it as a .png (this is important other file types cant be uploaded)

then go to planet minecraft and click on skins

then you will see upload your skin click there and fil in al te information

then click on the blue upload skin

click on the right of it and find the .png file of your skin

if everything looks good click on save
