Redstone Torch???

So I was working on an alarm system that im making. I was just finishing up making my controllable clock when for some reason when one of the redstone torches turned off... it stayed off even when the redstone turned off. This is running on only a 5 clock so its not a rapid pulse generator. Im very confused and i have no idea what i might be doing wrong.

If anyone knows anything about what might be happening to me plleeasssee comment and tell me how to fix this

I figured out that the clock i was using was really wierd so i fixed that i just needed to make it slower

I tried that and it didnt work
Its really weird i tried it on like a 9 clock and it still burnt out

A redstone torch can't switch between on and off more then 16 times in the last 100 ticks (10 seconds) or it will burnout (stay off) once that's no longer the case it then needs one more pulse to reactivate it.

Exiting and logging back in will fix all burntout torches, Notch added it as an anti lagging measure.
