I've been around the block with Minecraft, spanning 2 years of gaming. I'll cut to the chase and skip the speech, so here you go. The more opinionated should/should not parts of the list are at the bottom of each list, while the less opinionated are near the top of each list. What admins should and shouldn't do:

Admins SHOULD:
-Resolve disputes (Obviously)
-Respect respectful players
-Respect reasonable players
-Be on 25% of uptime at least, lest the players lose integrity with things they're unable to fix
-Build a decent spawn area
-Provide item shops with reasonable prices as to not inflate or stagnate the server economy, if any

Admins SHOULD NOT:
-Grief players
-Spawn mobs to disrupt player activity (*cough*, Ghasts)
-Get involved in pvp, if a pvp server
-Get involved in the player economy, if an economic server (other than admin shops)
-Allow regular users to join an admin's faction or town, if a factions/towny server
-Give anyone they don't know in real life admin/op (The only way to prevent rogue admins)
-Build massive spawns where it takes 3 minutes to walk out of.

Especially the last one.
