Server Problems

Hello lately i have encountered some problems creating a minecraft server. I have it set up I have port forwarded and have gone to whatsmyip.org and gave it to people but they can't connect. if anyone has any suggestion please leave a comment below and don't ask for the IP address cause I won't give it to you. Also don't leave a comment saying i have maybe port forwarded wrong cause i know i havent messed up on anything so please leave a suggestion and a tutorial or a step by step would be nice
