the spanner would be crafted with iron ingots in a fork shape, and would be used to rotate blocks after they had been placed.

it would have about the same durability as an iron pickaxe, and could be enchanted with unbreaking only.

i can see many uses for this item, and any-body who uses dispensers or piston on a regular basis in survival would too, because how many times have you put down one of these blocks just to realize it was supposed to be the other way round, and had to trek back to your house to get your pickaxe in order to pick it back up and put it back down in the right direction.
