This is hardly a tutorial, it's just a few tips that will help you possibly get more downloads and or diamonds.

1. Starting

Most people start off by just experimenting with the default texture pack or even a template for a 16x16. Most people quickly result to making a few changes and fixes, thats okay, but it's kind of annoying when people post them on here. There are countless texture packs that are essentially the default texture pack with barely any changes. I'm not saying don't practice, I'm just saying people generally don't come on here for the default texture pack. Choosing a good image editor such as Photoshop or gimp is a good idea because they both support transparency.

2. Identify the category of the texture pack.
Knowing the category of the texture pack before you make it is important, so you know what you are aiming for upon completion. Categories range from
Experimental ( you are just testing a few things and seeing what you can do)
Realistic ( you are adding some realism to the game making it more like real life)
Simplistic [secondary category] ( keeping things simple and straight forward)
Themed ( based off of something whether it be a movie/book or your imagination)
Other ( anything and everything else or you're just unsure)

3. Originality

Try to make sure it hasn't been done before, I'm not saying it had to be 100% different from anything else that's out there. If it's not 100% yours, give credit it's there is no shame in getting help. The reason I look for texture packs is for change. Themes are the exception in making your work original, I'm not saying steal someone else's texture pack and use it as your own because its the same theme, I'm saying that choosing to make a theme is the exception to your texture pack being original. It's always cool to see something different, I'm not saying be the Lady Gaga of Minecraft and make a really really weird abstract texture packs.

4. Completion
Completion your texture pack is a huge part of making a texture pack. I'm not talking about uploading it, I'm talking about finishing your texture pack to completion. I see a lot of texture packs that are mostly the default with a few changes/texture-swaps, mainly glass and a few others. Things like the user interfaces are untouched. In my opinion editing the terrain.png items.png and mob textures isn't a complete texture pack. Change up the user interfaces! Finishing touches are important because it adds some professionalism to the final piece.

Also some texture packs can not be completed such as ones that are based off of video games and other content. Usually there should be a mod accompanied by the texture pack. Changing the texture of a bow into a gun doesn't make it a gun, it still acts like a bow. Some things are needed to complete the texture pack such as a portal gun for a portal texture pack.
