Well you gotta get bukkit first of all then you get the plugin permissionsEX and then open this tab yaml-online-parser.appspot.com/ just highlight it and right click then select open link. then run your server after your server is fully loaded type stop and then go into your plugins folder and go into PermissionsEX folder then open permissions.yml and then highlight it all right click and select cut then paste it into the YAML parser and edit it if you're a little confused heres a example www.mediafire.com/?fh57f6slq04cmi7 just replace "XxrebelyxX" with your minecraft username and if you wanna know what are the colours for the ranks look it up here www.minecraftwiki.net/wiki/Classic_server_protocol and for permission nodes got to the plugin's page and go to there permissions section or something like that.
