It is true they wouldn't need a saddle, but llamas are a little larger and their hitbox makes it harder to place blocks next to the chair. We also really liked that the saddle showed that the stair was something you can sit on, without needing some additional entity or particle to communicate that.

Sorry about that. It is a very annoying and weird bug, and it's caused by an MC bug sadly. This behavior didn't happen in 1.13, and it's also not consistent. Sometimes it will dismount the player correctly until the world is reloaded for example. We considered trying to teleport the player to some other location not in the stair, but trying to calculate a safe block to put the player at we figured wasn't worth the computational overhead and lag.

As long as there's a block below the stair itself, you shouldn't fall any further than one block, so you're awkwardly inside the chair.
