Check the advancements menu for crafting and usage in game.
Crafting/Useage:
1: Put an Eye of Ender a NameTag and a Trident on top of an enchanting table.
The Trident will be endowed with Raijin.
You will recieve a Raijin and a Kuchiyose Item.
2: Throw the Trident and right click "Raijin" to Teleport to your Trident. Right click "Kuchiyose" to summon your trident.
Spare Raijin Items Crafting: Put an Ender Pearl and Nametag in a crafting grid to craft a spare Raijin/Kuchiyose.
Throw your trident on a grindstone to remove raijin and get your Chakra back.
You Can Rename and Enchant your Raijin Trident before and after its been Raijinified.
Options:
Save Tridents from the void if they have loyalty or raijin!
Immortal Tridents or Raijins if admin enabled.
Set Auto Recall Time in seconds. Instant auto recall option.

That was an unintended consequence of a new recipe i added 😅

Details about your problem...
The resource pack does work. I suspect you might have installed it in the datapack folder. Or copied an upper layer or file to the resource pack folder.
Pull the texture .zip straight into the resource pack folder and it shud pop up in game.
the latest crafting recipe is new, if you updated your minecraft version but not the pack it may be a different recipe. check the advancements tab for the recipe. and update the pack if its an older version.
Also try /function raijin:reinstall if you are in singleplayer or the OP of the server. sometimes the scoreboards get confused after updates and a reinstall may be necessary.
Renaming the 2nd eye triggers the crafting (as long as those items are nearby on an enchant table.).
