    This would really go well with the texture pack I use that makes phantoms end themed, black with purple eyes and such

    Ok I had some problems with phantoms not spawning, nearly at all so I pumped those numbers up in the hopes to fix the problem and it did

    Yess, I personally think Phantoms are so much of a better fit for the End rather than an overworld insomnia mob. It makes the End a bit more challenging and a bit less boring too! I am getting a "Experimental Warning" in 1.17 though, which is slightly annoying I suppose, but it works just fine :)

    the reason they dont usually spawn i because of end busting.
    if your bridging with an elytra it would be unfair for a phantom just to swoop down and knock u off without any warning with all your valuable loot.

    can you make a data pack that just adds phantoms to the end and not removing them, make them 2 x bigger and 2 x damage or something cool

    Not a bad idea, I can NOT make them spawn with nbt data (to make them bigger) , but i can in a structure. Also you can enable phantoms back in the overworld with the command /gamerule doInsomnia true
