In the void between the main end island and the outer end islands, void phantoms may spawn. On the outer end islands, Island phantoms spawn.
Void phantoms spawn around the player when they're between 150 and 1000 blocks away from (0,0).
Island phantoms replace 1/16 of the endermen group spawns over 1000 blocks from (0,0)
(In the screenshot I was using some of my personal resourcepacks. They are not part of this datapack.)

Void phantoms have a Size value of 10, but have a 1/21 chance to have a size value of 15. Of the void phantoms with a size of 15, there is a 1/5 chance that one of those has a size value of 20.
Island phantoms have a size value of 1.

in minecraft:the_end if entity @s[distance=..1]
in the first line of spawn.mcfunction does absolutely nothing good. I installed this in my (1.17) Minecraft world, and phantoms were spawning in the overworld very frequently.I just replaced it with
in the_end if entity @a[distance=0..]
and they stopped spawning where they shouldn't.island_spawn.mcfunction is affected by the same issue, though it isn't as obvious.
Also, the phantom's spawn a little too frequently, like one every few seconds. Makes traveling in the void outside the main island more of a battle against infinite phantoms rather than an occasional hostile who might catch you off guard.
Great idea btw, simple but sweet.
