To begin the datapack do "/function fly:start"

To enable fly mode, do "/scoreboard players set @s fly 1"

I don't seem to be able to activate it in 1.16.1, commands don't work as well

The folder should be named "Fly" and should be in the datapacks folder of your world.

I downloaded and installed it and typed the stuff in you had said...but once I enable fly mode...Do I have to hit a certain button on the keyboard? I tried using space bar like you use in creative but no flying =( lol
