This datapack allows you to use banners as capes.

Equipping and removing a cape:
Hold a banner in your mainhand and enter "/function cape:cape" to equip.
To remove a cape, do "/function cape:remove_cape"

Yes, but you need an operator level of 2 to execute the functions.
