edit i think the clay is just there, not on any mob.
If you don't have it downloaded it here
and if you do then make sure it's applied in the "resourcepacks" tab in your options menu
did you install the resourcepack?
did you install the api?
what minecraft update are you on?
do you have any other datapacks installed and if so which ones?
