Your datapack offers interesting mechanics.
However, I feel like snowstorms aren't working properly.
I did the test while being in a snowy plain biome with weather thunder and I never took any freezing damage. I think it's due to light detection. As the Client light level is 15 on the surface, even without a heat source, you are immune to the effect of the snowstorm.
And since I suppose you have to be on the surface for it to work (I tested it in a cave under the snowy plain biome and I didn't take any freezing damage despite the Client light level being 0).
I think this could be resolved simply by specifying by detecting only the Client light of the block and not that of the sky.
I hope you manage to fix this.
