Use /function new:hook to get unbreakable fishing rod, that works as grappling hook
Not tested in multiplayer, when you hold grappling hook gamerule falldamage is off, but when you are on ground not holding hook it enables it, watch out with easy to die in walls, cheats need to be enabled, users who can use it need tag gh, to give this tag use /tag <player> add gh
