In the latest nether snapshot a tag was added called 'climbable', this datapack modifies that tag, adding a few new blocks that I think should be climbable.

New Climbable blocks:
  - bamboo
  - fences
  - iron_bars
  - end_rod
  - cocoa
  - fence_gates
CompatibilityMinecraft 1.16

He uses a new tag added in the new 1.16 version for this, that simply isn't available for 1.15.

kelp grows underwater exclusively and you already swim in water.. seems redundant.
Mossy walls sounds interesting though, with cobble providing extra grip surfaces.

You can add any block to the tag, but you need to be inside the block for it to work, so unfortunately you can't use it to climb full, solid blocks
