What many people have tried to do is take the download and just pop it into the datapack folder. That, however, does not work! Here's what you must do:
1. Go into the random-recipes folder
2. Double-click on the 'randomize.py' file
3. When you do that, you should see a file called random_recipes.zip (if this works for you, skip step 4)
4. If this did not work for you, go back to the random-recipes.zip file and extract it, then go back to step 1 with the file that is NOT zipped.
5. drag the random_recipes.zip file to your computer
6. Go back to your datapacks folder and drag the random_recipes.zip file in there.
7. Go to your world and enable cheats, then do /datapack list! It should be there!
P.S. I would recommend keeping the random-recipes file because it may be important!
I'm not the expert, I was just trying to find the solution and I eventually did!

Dandelion always gives yellow dye.
I'm looking through your script to see if I can work out why.
