Speed on paths! (actually balanced)

Gain a slight speed boost on path blocks!
Note: just enough to be beneficial, not enough to be OP.

This works by modifying the player's speed attribute. It does NOT apply an entire level of the speed potion effect meaning it can stack with effects!

All of the other ones ive seen use the potion effect which is wayyy too unbalanced.
