The Night King is coming and as long as he is alive, the night will remain.
Spawning
The Night King can only spawn at night when the daytime is at 14000.
Older is your world and more chance you have to see him spawned at night. He will not be alone, accompanied by his Royal Guards and his army, will you success to send them back to there world ?
Once defeated, the Night King will not come back ... except if ...
The Long Night
When the Night King spawn, the night will stay until his King be vanquished. During the night, you will only find skeletons (without bow) from the King's army. Take care of them, they are faster and tenacious than usual.
Loots
The Night King has a chance to drop his netherite sword enchanting with Sharpness 6 and his netherite chestplates Resistance 5. He will also give you one of his bones. If you throw this bone into the fire, it will allow the Night King to come back into your world.
So take care of this bone !!!
The Night King does not come alone but with his Royal Guards.
They have a chance to give you a bow with Power 6 ou a full gear with Resistance 5.
The chances increase with looting !
So be sure to be ready for the battle ;)

0 - 50 days : 0% chance
50 - 100 days : 10% chance
100 - 150 days : 20% chance
150 - 200 days : 33% chance
200 - 300 days : 50% chance

I advise you to try without Paper, just to know if it works or not. One more thing, the datapack use mobs to spawn the Night King at a certain distance from the player, 50 block minimum if I remember. If there are no mobs around you, nothing happed so make sure to be at least in Easy mode and have some mobs around you to let the King spawns.

The first one is this: /function ns:start_long_night
That will start the long night and summon the Night King naturally. To make it works, make sure to set the night, wait for some mobs spawn and do the command.
The seconde one is this one: /function ns:summon/night_king
That one will summon the Night King at your position.
