Texture editing platform

Hello!
I usually play around with textures, making small tweaks, but I've been finding that a bit difficult.

I usually use Piskel, but I have find the block/item file somewhere, and that's kinda hard.
I can use NovaSkin, but it's stuck on 1.10, and doesn't have the textures that I want, and I have to find the texture file elsewhere. Which sucks.
Recently, I've been introduced to PMCSkin, but that only works with mobs and players.
I want a texture editing platform, that can update to the newest version, as well as past and future releases.

The real challenge is this:
A free platform that can be used on ChromeOS.

I'm usually on my school Chromebook, with plenty of time to edit textures between, before and after classes. It has a bunch of stupid restrictions I can't remove. I can't run .exe files, or open .jar files. Which means Chrome Apps, web extensions or online platforms.
I cannot offer payment, I'm poor and broke.

The PMC Skin editor is a bit confusing at first, but it is constantly being updated and once you learn how to use all the tools it is very powerful. You can choose to make block textures there and then export them as one would usually do. Everything it doesn't do, Gimp does excellently.

Nvm, block editing isn't a thing yet sorry. Gimp is still good.

I use paint.net but I think it's only for Windows
I also know GIMP but I've never tried it and idk if it works in ChromeOS

I use the Unarchiver to open .jar files into folders, and I use Medibang Paint for the actual textures. Its quite easy

Why on earth would .exe files not be usable! That is literally the standard program file! That's so stupid

i use a program called paint.net, its a free editing program, and is what i use to make my own packs https://www.getpaint.net/
if you want, i can send you a texture pack template my friend made, which has all the textures up to 1.16.2 i think.
if you want the template, i can dm you on discord
dont know if this works on crhomebooks tho

There's not really any good one, sadly. I've been stuck on a Chromebook before and I've been unable to make packs because the horrible file layout system and not having any good programs.
