every time I put shaders on I can see glass portals and water through the walls? I've tried a few things already but none of them have worked (fixes I've tried) "reinstalling optfine" "trying other versions of optfine"

Maybe you have a weird resource pack or maybe the shaders aren't compaitable with your version of minecraft
try finding the reset video settings option

Sadly, considering Optifine's closed-source nature, I think you're out of luck unless you try to report it to the developer(s).
