Hello im Kat! Im still new to Planet Mc But an old player of mc but i want to create skins but i dont know how.
P.S: Dont put '' Why not do it on browser skin editors'' Because i tried Nova Browser skin editor (its my fav) But i cant seem to get it on my mc character.

Well, there's always MCSkin3D by Paril. http://www.planetminecraft.com/mod/mcskin3d/
well, I personally use paint.net, and then edit the steve template to make whatever I want, and I find that works fairly well.
there's also mcskin3d, though I've never used it myself and don't think I'll be switching to it anytime soon -v-
