Basically it means to post something with little to no information or even just to post giving an update which effectively "bumps" the topic to the top of the list on the front page. On the forums bumps are only allowed once per 24 hours on a topic and they aren't allowed on submissions as its considered update log abuse. With submissions the updates must provide a meaningful update instead of simply "bump"

"Bumping a thread means to post an innocuous reply to a thread in order to "bump" it to the top of the thread listing. Excessive bumping will not be tolerated. Bump a thread only once per 24h."
