There's a few different websites that allow you to make mob skins, even PMC has a mob skin editing option for PMCSkin3D! I personally use a program called MCSkin3D, however it's no longer being developed so it doesn't have all of the mc mobs and is a little bit buggy. You can also manually edit textures with a program such as paint, gimp, or photoshop! I'm sure there are quite a few youtube tutorials on how to do that! :)
