Saddly, the way falling block passengers work was changed in 1.17. It doesn't work in the new versions, and there is no way for me to make it unless I removed the seats and lit blocks options.

[==========|What is Ingame Blockbench|==========]
Ingame Blockbench is a software that is built
inside Minecraft. You may have heard about
Blockbench, and are asking, "Why use this when I
could be using the official program". Ingame
Blockbench is intended to be able to create
models and structures without a Resourcepack that
were before not possible. This makes anyone that
plays Minecraft on a world with you able to see
these models without downloading a Resourcepack.

In your first slot, there will be a 'File' button.
Right click. This will take you to a menu. It will
appear with the following options:
Save - Save your model as a file
New - Create a new model
Load - Load a model file
Cancel - Cancel operation
Scroll with the mouse wheel to select a different
option. Right-click to chose.
<=====Movement=====>
Right-click. This will take you to the 'Movement' page.
You can scroll with the mouse wheel to select a direction to
move the selected cube.

In the 7th slot, there will be a 'Less Movement' button. This
will make you move the cubes less than 1 Tiny block. It will
take you to the 'Less Movement' page.

In the 8th slot, there will be a 'Duplicate' button. Right-click
this to duplicate the selected cubes.

In the last slot, there will be a 'Return' button. This
will return you to a previous page. This button is implemented
throughout the whole program.
<=====Resize=====>
Right-click. This will take you to the 'Resize' page.
You can scroll with the mouse wheel to select a direction to
resize the selected cube.

In the 7th slot, there will be a 'Reset Size' button. This will
kill all the new cubes resized from the original.
<=====New Cube=====>
Right-click. This will take you to the 'New Cube' page.
Left-click to create a New Cube. It will automatically
generate as stone. Right after you create a New Cube,
you can Right-click to select what block the Cube
renders as. Type down the ID of the block you want in
this area (For example: minecraft:dirt). If you
shift-click in the 'New Cube' page, you will see something
in the chat. Click this to go to a Minecraft ID list, so
you can find the TileIDs of available blocks.
<=====Import Custom Texture=====>
Go inside file, "ingame-blockbench.html". (Open this with Firefox). At the top of the
screen, you will see a drop-down menu that says, "CustomModelData".
This is for a Resourcepack, if you want to use a custom texuture
from there.
In the drop-down menu, the other option is, "Custom Head". If you
click on this, there will be a button bellow the drop-down menu.
It will say, "search Custom Heads". If you click on this, it will
redirect you to the website, "minecraft-heads.com". You can select
the head you want here. Click on it, and click, "Copy" bellow the
line that says, "Minecraft 1.16+ NEW!". Then, go back to the other
tab, and right-click where it says, "Enter Valid Command", and click,
"Paste". Then, click, "Generate". Then, click "Copy" at the bottom of
the page. Then, go back to Minecraft, and go to slot 5.
[][][][][✓][][][][] Right click, and click on your keyboard, CTRL + V.
(Or, if you use a mac, CMD + V). Then click enter. Now, you have a custom
texture!

In the 6th slot, there will be a 'Display' button. Right click. This will
take you to the 'Display' page.

In the first slot, there will be a 'Rotate 22.5° Horizontal' Button.
Right-click this, and it will rotate your selected Cube(s) 22.5 Degrees
Horizontal.

In slot 2, there will be a 'Rotate 22.5° Vertical' Button.
Right-click this, and it will rotate your selected Cube(s) 22.5 Degrees
Vertical.

In slot 3, there will be a 'Rotate 22.5° Vertical Side' Button. This
is mainly for banners. If your Cube is a banner, this will rotate
it 22.5° Vertically Sideways.

In slot 4, 5, and 6, there will be Cube buttons. Right-click these to
adjust the size of your cube.

In slot 7, there will be a 'Display Type' button. Right-click this, and
it will take you to the 'Display type' page. There, you can get a set
rotation for your selected Cube(s).
<=====Retexture=====>
This one works a lot like 'New Cube'.

In slot 7, there will be a 'retexture' button. Hold this, and right-click
to enter a TileID, so you can retexture your Cube(s).
Again, you can press, 'Shift', and click the thing that appears in the
chat to go to a list of Block Id's.
<=====Selection=====>

In slot 8, there will be a 'Selection' button. Right-click this to go
to the 'Selection' page.
Inside the 'Selection' page, all the familiar buttons work like they
do outside this page. The check-mark = Select. Anything that is highlighted
in blue is selected.
<=====Others=====>

In the final slot, there will be a 'Others' button.
Inside the 'Others' page, in slot 1, there will be a 'Seats' button.
Right-click this, and it will take you to the 'Seats' page, where you can create and edit a seat.
In slot 2, there will be a 'Takeable' button. Right-click this, and it will
take you to the 'Takeable' page, where you can make the Cubes able to be taken, or placed in that
spot. This applies to all selected cubes.
In slot 3, there will be a 'Build' button. Right-click this, and it will make you able
to place normal sized blocks.
In slot 4 and 5, there will be magnifying glass buttons. If you click the one with the +,
it will zoom you in. The one with the - will zoom you out. If you press 'F' on the one with the plus,
you can adjust your view. If you press 'Shift' when in 'Freeview', it will move a base Armor Stand. This is the Armor Stand it makes you look at. If you press 'F' on the one with the -, it will set your view. Press 'Q' on either one, and it will
reset your view.
In slot 6, there will be a 'Add Tag' button. This will take you to the 'Add Tag' page. There, the + will add a tag
to the selected cubes, while the - will remove a tag.
In slot 7, there will be a 'Make Selected Cubes Glow' button. This will allow you to see which Cubes are selected.
In slot 8, there will be a 'Light up all Cubes' button. This will make all the Cubes glow upon saving.

[==========How to move saved structures=========]
Structures are saved as NBT files (.nbt). Go into your search bar, and type down, "%appdata%".
Then, go into "saves", then "Ingame Blockbench". Copy the folder that says, "generated" (CTRL + C). Then,
go out of "Ingame Blockbench", and into the world you want the structure(s) on, and paste it in
(CTRL + V)

the head you want here. Click on it, and click, "Copy" bellow the
line that says, "Minecraft 1.16+ NEW!". Then, go back to the other

the page. Then, go back to Minecraft, and go to slot 5.

to the 'Selection' page.
Inside the 'Selection' page, all the familiar buttons work like they
do outside this page. The check-mark = Select. Anything that is highlighted
in blue is selected.

Inside the 'Others' page, in slot 1, there will be a 'Seats' button.
Right-click this, and it will take you to the 'Seats' page, where you can create and edit a seat.

take you to the 'Takeable' page, where you can make the Cubes able to be taken, or placed in that
spot. This applies to all selected cubes.
In slot 3, there will be a 'Build' button. Right-click this, and it will make you able
to place normal sized blocks.
In slot 4 and 5, there will be magnifying glass buttons. If you click the one with the +,
it will zoom you in. The one with the - will zoom you out. If you press 'F' on the one with the plus,
