Maybe go back to the basics of the map. I would try reducing some of the colour scattering on the valley floors. By coating the valley floors with single block colours like sand or snow. This will help the viewer to focus on the height changes and rises of the mountains. From there, see what features are revealed or highlighted on the mountain terracing and foothill gullies.
Simple Valley surfaces may balance the jagged peaks. Speak Soon :)
