This one-command creation allows you to place items flat on the floor! When installed, you will be given three spawn eggs: Tool, Item and Destroy. Use Tool or Item on the top face of a block to place a tool or item there. (iron pickaxe and diamond by default.)
Use Destroy on any block within a two-block radius of an armor stand to destroy it. To swap the displayed item, move around until you can click on the armor stand, then just right-click whilst holding the desired item to swap the items. Blocks look better on the Item armor stand; Sticks, Blaze Rods and Bones only work on the Tool armor stand; and mob heads and armor cannot be displayed. Have fun! ~TheWelshEngineer

I think you could easily make separate spawn eggs for floor tools and floor blocks. The command looks extremely small in the picture; maybe you could expand it? Just a suggestion.

Good point! This was really a proof of concept, and my first one command, but I'll see what I can do. Shouldn't be that hard!

I'd be much obliged if you could tell me how to give a player a named spawn egg though. I can't figure out the syntax with 1.9's changes to the spawn egg's NBT tags..

Sorry for the late reply. To /give a named spawn egg, do this command:
/give @p spawn_egg 1 0 {display:{Name:NAME},EntityTag:{id:ID}}
