A contract for the construction of five steamships ("Orel", "Poltava", "Simbirsk", "Pensa", "Ryasan") was signed between the Schichau shipbuilding company and the Russian Volunteer Fleet in 1908. The lead ship was named "Orel". It was intended for transport services between Vladivostok and foreign ports (Shanghai and Nagasaki).
The ship was mobilized on 22 August 1914 and assigned to the Siberian Flotilla. It was armed and prepared for combat operations in Vladivostok.
At the end of 1914, the "Orel" was sent to Penang to raise the wreck of the Russian cruiser "Zhemchug". One gun, one machine gun, and six optical sights were recovered. A memorial to those who died on the "Zhemchug" was erected.
On 4 February 1915, the "Orel" was called to Singapore due to the Sepoy Mutiny. A landing party was dispatched; they guarded facilities and took part in the fighting. The ship returned to Vladivostok on 22 March, and the landing party members received awards.
From the spring of 1915, the "Orel" was used as a training vessel. The October Revolution found the ship in Nagasaki in 1917. Due to the unrest, Captain Kitisyn decided to proceed to Hong Kong.
In 1918, the vessel was disarmed and reclassified as a training transport. It was engaged in commercial shipping and, in 1919, was chartered to a French company.
In December 1919, the "Orel" returned to Vladivostok with the tug "Boykiy". In 1920, it sailed to Sevastopol and was then handed over to a new captain. In 1921, the ship was sold to an English company and renamed "Silvia" and later "Haitan". In 1950, it was scrapped in Hong Kong.
