What lives above the clouds? Birds? More clouds? The clouds hide much more than just that. If cities exist on the ground, why not in the sky?

A gleaming city of shining steel. Cloud steel. Steel would just fall to the ground, but Cloud Steel floats. Its weightlessness allows clouds to support it and so it does. Yet what built these amazing citidels and cities? The Vahgh. A humanoid bird that evolved with human heads and minds, yet ability to fly and live above the clouds. Birds and helecopters are constantly endangering these cities. So they have the army. The army of Vahgh. It is small and rough training means few are willing, but those who do sign up are given much training to do anything. Armed with their CloudSteel spears, they defend the city against anything that dares rise above the clouds...
