Wow, you definitely gave it your all to make Ho-Oh! It's time I judge it's majesticness once and for all:
Technique - 10/10. That's th most majestic Ho-Oh I've ever seen! :D
Quality - 9/10. Not going to lie, but CriticGrunt is right. It does somewhat look like it's made with a solid color (even after the fix), but I gave you two extra points because the wing-work is truly majestic. :3
Functionality - 10/10. I'm surprised with that amount of fluff on the wings, you found a way to not make them glitch up. I'm proud to say that this skin is perfect for Ho-Oh and general Pokemon fans alike.

Thank you! I had to spend a really, really long time on the wings because yeah... they were ๏ปฟvery๏ปฟ difficult to fit on a Minecraft skin.

Good Job!
In my opinion I think you should make the shading on the red and green a little darker due to the fact that it looks like a solid color, but otherwise this looks very pretty accurate!
(Yes, I know shading a Pokemon is difficult because they are all mainly solid colors)
