Emotions, even if they're good for you, they can always be manipulated. Clouded in the shadows of his green cape, children and adults alike found their limbs grabbed onto by the grey wires created by his words. Emotions cloud ones judgement of right or wrong, allowing for mind control that cannot be broken. Once a puppet created by emotion manipulation has finished its task, it's thrown to the side, like a child throws a doll to the side, ultimately breaking it in the process. Using dolls to commit crimes for himself, he is a villain that will not be caught.

The skin is a basically some overlord kinda guy that takes control of people through using their emotions.
