The file is 4,402 KB large (far larger than almost every other pack I have enabled) and when I activate the pack, it overwrites every other pack I have. For instance, I have some packs that change the textures of the Elytra and all the ore blocks, yet with this pack enabled, those all appear as their vanilla textures. Disabling the pack makes them appear correctly modified, so I am 99% sure it is this pack causing it.
