Also, this would allow some traffic light variation, like more "traffic bands" or timer traffic lights for like 15 seconds, 30 seconds, 60 seconds, etc.

Also, I'm sorry; I don't know how you spell some road stuff in English since it is not my first language.
And I've noticed that this is probably the only working traffic light texture pack, so make the most of it. I'd do it myself, but I have no idea how to model 3D stuff.
Oh, and by the way, I think the current traffic light sizes are adequate; if you need to increase their size, you can do so.
Also, I found a problem with the item frames.
If you move the camera away from the item frame, the pole disappears, but separating them would kind of solve that problem too.
