This pack changes the loading screen to be lavender blue, and have a white slope (snow) at the bottom of it. That's all! It uses core shaders (OptiFine free!) to achieve this (You can't change it otherwise in vanilla), modification of which was added in the 1.17 updates for the original Java Edition.
As such, it works with 1.17 and above, even though it is a 1.18 pack for convenience of the latest version. It should work the same with 1.17. It is not for the Bedrock Edition. I already don't know what I'm doing for the game I know more about, so you shouldn't expect me to know what I'm doing on the other one. =P
OptiFine not needed.
Not tested with mods such as OptiFine and Sodium (No compatibility guarantees, I can't change incompatibilities)
The screen has snowflakes, but if that's not your thing then you can copy out the cleaner (old) version from the zip.
Do not reupload. You can probably use and modify the specific design, but please get permission from me first (via asking me).
This pack is a resource pack and goes in the resource pack folder. You do not need to unzip it first.

Thank you for so much engagement, it's cool to think that people are wanting stuff I made!
I've added snowflakes. I originally wanted to do this, but I wanted them to be animated and couldn't figure it out in time. My one lead didn't work, so for now they are static and added in. If you don't like this then the old pack is inside the zip file as well for you to extract. =]

Additionally I have one of those example "credits.txt"s that I've been seeing lately, and a new, more appropriate "pack.png".

The other two important resources I can think of are this github repo and this google doc.
It'll take a bit of coding. If you want to not make it a solid colour, you need conditionals based on where on the screen it is. The shadertoy linked on the google docs can help you understand that, but know that it works slightly differently in Minecraft with the variable names. You'll need the ScreenSize uniform (added in the JSON and the fsh).
I hope this at least helps a little bit (sorry, incoherency is my thing), you can ask me or ask around for more questions if help is needed (although my knowledge is very limited). =]

Maybe in OptiFine's settings somewhere there's a way to turn off custom loading screens, which may fix the problem. However, I'm not sure. =]
(The no OptiFine in the title wasn't meant to mean "You are not allowed to use OptiFine" but it is probably true)
As for making the graph... I dunno. Im not even sure how you did this. My pay grade ends at low level optifine custom stuff, lol.
