Add option to change the URL of a submission

Allow changing the URL of a submission, not just the name.

I can understand that wish - sometimes I created a few submissions with spellingerrors in the title so the error can still be seen today. Not proud of that. But honestly - who really looks on the hyperlink? Have a working linking systems seems more imprtant to me.

You can request moderators change the name of a URL, but it will break old links so it's not something we would like users to be able to do themselves.

It does make sense, but I don't really see the point, most times if you start a new world, you already have a plan in mind

For example if you upload a submission but decide to change it's name, it will still use the old name in the URL.
