Make users read rules before using chat.
I'd have an idea that would benefit the community and possibly prevent spam.
New users would be required to read the rules before being able to chat.
It would have a timer before you could continue (around a minute or 30 seconds, however long it would take you).
This would be a great way to prevent spam and make users comply with the rules before chatting.
