Huzzah! I figured it out!

When it blocks it, it should pop up at the bottom that it blocked it. Click on that window. Then a window should show up saying information about the program. Where it says action performed: blocked, click on that and it should ask you if you want to unblock the program or remove it, unblock. This is how you do it on my version of Norton, I will also say make sure you are getting the correct launcher, it may be malware and not what you think it is, just be careful. Norton shouldn't have to block the program, when the window comes up it will tell you why it blocked it. This can help also.
