No sadly, this will not decode the enchantments for the weapon your using but however this will still leave you bizzarely educated and amazed!

The arcane glyphs that float from bookshelves to the enchanting table and the enchantment table's gui are written in the Standard Galactic Alphabet, which is a simple alphabet cipher used in the Commander Keen series. Some of the glyphs can be seen here in one of the levels.

Standard Galatic Alphabet:

Three to five words are chosen from the list and appended to each other, then displayed in the Standard Galatic Alphabet. They have no relation to the enchantments applied to the item your enchanting like I said before and simply are meant for decoration and a s,all easter egg of the Commander Keen series.
(Although in version 1.8, one enchantment will be displayed).
I'm gonna say right now, if you don't want the list of the glyphs translated into English and you want to decrypt it yourself, go skip ahead, if you do however, press the spoiler below.
On October 1, 2011, Notch posted an image on twitter of the enchantment screen, with the first enchantment translated into "Well Played Internets You Are Good", the second translated into "These Names Will Be Random And Confusing", and the third translates to "Each Spell Costs Experience Levels" all describing a function of the enchantment table.

Enchantments Deciphered:
Elder Scrolls
One of the three references in the deciphered pharses for enchantments are "the elder scrolls," likely a joke at Bethesda, creator of "The Elder Scrolls" series and whose parent company, Zenimax, attempted to sue Mojang for the name of their upcoming game Scrolls.

Klaatu Berata Niktu
The words "klaatu berata niktu" are a (misspelled) reference to "Klaatu barada nikto", a phrase that originates from the 1951 movie The Day the Earth Stood Still and has been since used as a reference in many other movies, cartoons and games.

Xyzzy
Similarly, "xyzzy" is a magic spell in the game "Colossal Cave Adventure" and has been used in several other games as an Easter Egg or cheat code.
