I will show you in steps of how to make a texture pack for Minecraft [all versions!].
Step 1: Getting the files.

Step 2: Getting a good program.
Mac: Gimp [Just look it up on google and download it, it's free].
Windows: Gimp [Just look it up on google and download it, it's free].
Paint.net [Just look it up on google and download it, it's free].
PhotoShop [Just look it up on google and download it, you do have to pay for it though].
Step 3: Creating the texture pack.
Open the .png file you want to with the program you chose. [Use a tutorial for the program you downloaded if you can't figure it out yourself or if you don't know].
Start editing and your good!!!
I recommend if you want to make one of the good texture packs then try to change almost all the items, mobs, blocks, etc. if not everything.
