The main thing any server owner worries about is donations or people. Well, with people comes donations. Since I have started owning servers, I have realized that the amount of people varies on many different things. Here are a few that made a change for me.

1) A good Starter Kit.
2) A well made spawn.
3) An amazing, mature staff. This is perhaps what makes or breaks your server. If you do not have FULL staff, and they are all mature, you will not succeed. If you don't have a full staff, everyone who comes on will ask for staff. Like, EVERY single one. It's horrifying.

How to respond to:
-Someone griefing: Kick them for time to gather yourself and time to pick something to punish them with/get a command ready. Usually a /jail or /tempban will suffice.
-Someone spamming: This one is pretty easy. Just mute them for 5 minutes.
-Someone asking for OP: IMO, this is an instant ban. I seriously hate these people. "I am from PMC, give me OP."

Do not talk much in the chat, free it up for players. They will appreciate it. Only talk if spoken to.
Do not join any factions, because they WILL ask. I have no idea why.
Do not give out items.
Be considerate, and nice.
Always be 100% sure of your decisions.
