Since 1.5 mojang have been flashing their technology at our faces for name changes in the future and we already know we have been using since 1.7.6, giving us ID's when we are banned rather than using our names. But when will we get the ability, what are the costs, these are the questions mojang tried to answering in their name change Q&A here.
From reading the Q&A, we got to wonder to ourselfs.
1.When will 'enough' players will be using 1.8 Minecraft when it comes?
2. What will be an affordable cost for a one off name change?
My Opinion:
1. Depending on when Minecraft 1.8 comes out, like a lot of players and myself I will be waiting for the newest bukkit to come out before updating my client at all, though, servers like Mineplex can work a way to make the two patches compatabile like they did with 1.6.4 and 1.7.2 since we are already using the technology for ID's since 1.7.6. Overall, Mojang better be keeping a large eye on Bukkit, because we know that it can take MONTHS for it to have a stable version.
2. I would say $5 for your first time, but it goes up to $20 your second time, but goes back down to $5 after three months time, I think that system would work well for their ideas of a system that resembles this.
"We want it to be easy and freely available, but we also don’t want people changing their name every 5 minutes!"

I don't think there should be a cost on name changes. All you're doing is updating a database, to change the name associated with our new UUIDs. But to limit the name changes, one month seems an appropriate time. (Could be anywhere from a week to 3 months or so, and I would be okay.)
