This is just a list of packs that I have seen others use, and what I think would be good for creative building (vehicles, structures, etc.). If I find others, I will update this list. You can put suggestions for a pack to be put on this list in the comments, and I may put it on.
Hans-Pack - by HS20
A common pack used by creative builders that helps when you need connected blocks that don't look out of place from each other.
Jf Train & Railway Pack - by JoaoDaFonseca
While specifically meant to be used for locomotives and other rail vehicles, this pack is well suited for other kinds of stuff, too.
Aeroteam Official Resource Pack - by Aeroteam
Originally made for Aeroteam's build server, this pack is a modified version of the default textures to make it perfect for building aircraft, ships, architecture, and anything else that comes to your mind.
Invisible Tripwires - by Spails
Tripwire is good for supporting carpets above so it can be used for car roofs and the like, but it's problematic that the wire is slightly visible. This pack solves this problem simply by making the wire invisible.
Vertical Slabs - by Vanima
Finally, you can place slabs sideways, just by using this neat pack.
Dono's Building Pack - by Donobuilds
This pack changes blocks to look better for modern decor, or changes them into completely new objects (e.g. anvils are turned into tables and chairs)!
Helios City Resource Pack - by TheSovietUnion_, Aequotis, Tarago, & oldfarmer10000
A pack used for modern city building originally made for their city project.
Builder Utilities - by TheSovietUnion_
Small details and custom resources for modern-style builds are added in this.
