Unlisted Servers on Popular Server Reel???

Recently I saw the Server Popular Reel and noticed that 2 or 3 servers there actually have no submissions....

So, uh, why are they there at all?? Do the views still count even if the submission ... has no submission?
Plus, they've been there for a long time now...
