The reason Minecraft is down is because it has 'a critical security bug'. They say that they are not sure how long the game will be down for.
Here is The Official Statement by Mojang:


We have had to take down all of our web services 
(logging in and playing multiplayer, for example) to fix 
a critical security bug. We unfortunately have no 
estimated time until they are back up but are trying to 
do everything we can to quicken this process.
